Democratic and state resilience are important prerequisites for security. After all, we must first build our society and state institutions on a resilient foundation before we can guarantee security to the outside world. How can Germany better prepare for cyber-attacks, targeting of critical infrastructures and natural disasters like the one that occurred in the Ahr Valley? Is our social cohesion strong enough to withstand disinformation campaigns and extremism? And how does all of this relate to Germany’s National Security Strategy?
